Martin J. Glasser is the managing member of Lewis, Glasser, Casey and Rollins, PLLC, and his practice concentrates on representation of businesses, with an emphasis on coal, the development of energy and utility resources, commercial developments and contracts.

 

Mr. Glasser earned an A.B. from West Virginia University in 1966, a J.D.

from West Virginia University in 1969 and an L.L.M. from Harvard University in 1970.  He is a member of the Panel of Arbitrators, American Arbitration Association, as well as the West Virginia State Bar and the American Bar Association.  He is admitted to practice in all state and federal courts in West Virginia and the U.S. Tax Court.

 

Currently, Mr. Glasser is also a director of the West Virginia Board of Treasury Investments, as well as the West Virginia Board of Risk Management.

 

Mr. Glasser’s experience includes:

 

1.         Acquisition and sales of large tracts of coal property, financings and

multi-party swap transactions whereby coal properties were simultaneously bought, sold and traded among the participants.  He also represents coal companies in operational matters, such as negotiation and drafting of mining agreements, coal sales orders and transportation agreements.  Representation of a southern electric utility regarding coal purchases, sales and delivery contracts, as well as certain aspects of synthetic fuel plant operations;

 

2.         Representations of a publicly held company in the purchase of landfills

and waste-hauling companies in West Virginia;

 

3.         Representation of clients before the Public Service Commission in

matters concerning landfills, waste haulers, telephone and water, including transfers of Public Service Commission certificates and rate cases;

 

4.         Representation of a large national real estate developers in all aspects

of acquiring property, contracting for and permitting substantial earth moving and DEP permits, as well as construction and alteration of public highways by the developer resulting in what is now the Corridor G shopping area; and

 

5.         Representation of a public company in a multi-million dollar tax dispute

with the State of West Virginia.
