State Treasurer John D. Perdue, Chairman
John D. Perdue, the state’s 24th Treasurer, has 35 years of experience serving the people of West Virginia.

From his days working for the Department of Agriculture to serving as a senior aide in the Governor’s office during the Caperton Administration, John Perdue has placed a high premium on public service. For nearly four decades, Perdue has worked hard to make West Virginia a better place for its small businesses, senior citizens, families, and young people.

Perdue, who was first elected to statewide office in 1996, has taken the State Treasurer’s Office to new heights with a more modernized office that not only restored the public’s faith and confidence with the state’s bank, but also successfully created a transparent office that dutifully serves the West Virginia taxpayer.

The banker of state government, Treasurer Perdue manages more than $13 billion annually in state dollars, as well as oversees the Board of Treasury Investment (BTI), West Virginia’s 457 Deferred Compensation Plan, Unclaimed Property, and the SMART 529 College Education Savings Plan among other programs.

Treasurer Perdue has made a strong commitment to improving access to education for all West Virginians. Teaming with Hartford Financial, Perdue has successfully created more than 17,000 SMART 529 accounts to help families save money to send their kids to college and open the doors of opportunity for every West Virginia child. The Treasurer is a strong supporter of financial education in the classroom as well, beginning in elementary school. He is teaming with the West Virginia Department of Education to integrate practical financial uses, a program known as ‘NetWorth,’ into pre-existing curriculum.

John Perdue is past president of the National Association of State Treasurers and the Northeast Region of the National Association of State Treasurers. He has also served as president of the National Association of Unclaimed Property Administrators. In addition, he has served on the board of the College Savings Plan Network.

State Treasurer John Perdue is a native of Dog Fork Hollow at Manila in Boone County. He is the son of Mary and the late Glen Perdue. He is a graduate of Scott High School and earned his Bachelor’s of Science degree from West Virginia University in 1972. He is the chairman of the WVU College of Agriculture and Forestry Visiting Committee. Perdue also serves on the West Virginia Board of Trustees of the Leukemia Society of America. He is also a member of the West Virginia Technology Enterprise Investment Council.

John Perdue and his wife Robin are the proud parents of two daughters. They reside in Kanawha County.
Governor Joe Manchin, III, Vice Chairman
Joe Manchin III is West Virginia's 34th Governor. He was born and raised in the little coal town of Farmington, West Virginia where he learned at a very young age the value of commitment - commitment not only to his family, but to his community and neighbors as well. From his grandfather, an immigrant from Italy and the town grocer, he inherited a head for business, while from his grandmother, a virtual one-woman social services agency, he discovered his heart for people.

After attending West Virginia University on a football scholarship, he became a successful businessman. As a member of the legislature from 1982-1996, he earned a reputation for standing up for West Virginians to improve our schools, protect our veterans and senior citizens, and create jobs. Under his leadership as Secretary of State from 2000-2004, the office became known for providing excellent customer service. In addition, its SHARES program promoted democracy to all schoolchildren and registered 42,000 high school students to vote. Subsequently, the 2004 General Election saw the highest number of West Virginians cast a vote since 1972.

Never forgetting his family's commitment to their local community, he also served from 2000 to 2004 as president of the Marion County Rescue Squad.

As Governor, Joe Manchin is taking responsibility for improving our state's economic climate so that we can retain and create good paying jobs with health care benefits for our state's workforce and reduce West Virginia's long-term debt. He is also committed to making affordable and accessible health care available to our citizens, a seamless education system for our children, prescription drug assistance for our seniors, and a better support structure for our veterans.

Under his leadership, West Virginia has become "Open for Business". Working with the legislature, he has fixed the state's workers' compensation system, instituted insurance reforms, established the first comprehensive teacher pay package in over 15 years, decreased the state's debt, strengthened its ethics laws and reduced the food tax. He has also pledged to cap the state's gas tax in 2006 so as not to put an additional burden upon the citizens and families of our state during this time of skyrocketing gas prices.

Put simply, Governor Manchin believes that the people of West Virginia expect and deserve a Governor who works hard every day to make things better for our state and who uses common sense to remove any barriers standing in the way of our economic development and our children's future. However, he also acknowledges that he can't achieve success alone - it will take all West Virginians working together to achieve real and lasting change. That is why he is known throughout the state as a team builder who encourages cooperation and values all input.

He has quickly become a leader on the national scene as well. During just his first year in office he has already been named as Chairman of the National Governor's Association Committee on Natural Resources, Chairman-Elect of the Southern States Energy Board, Vice-Chair of the Democratic Governor's Association and 2nd Vice Chair of the Southern Governor's Association.

Governor Manchin is also an avid pilot, outdoorsman, hunter, fisherman and motorcyclist. He has been married for 38-years to the former Gayle Conelly of Beckley. They are the parents of three children: Heather, Joseph IV and Brooke, and the proud grandparents of Joseph V, Sophie, Kelsey, Madeline, Chloe and Jack.
State Auditor Glen B. Gainer, III, Director
Glen B. Gainer, III was elected West Virginia’s 19th State Auditor in November 1992 and re-elected November 1996, 2000 and 2004. Auditor Gainer earned his Bachelor’s Degree in Political Science at the University of Charleston, and attended the Washington Center for Learning.

As State Auditor, he serves as the State’s official bookkeeper, Chief Inspector and Supervisor over Public Offices, Securities Commissioner, and Commissioner of Delinquent and Non-entered Lands; Administers Social Security for employees of State and political subdivisions.

Auditor Gainer serves as Chairman of the Board of Directors of the National White Collar Crime Center; Vice President National Electronic Commerce Coordinating Council; Treasurer Electronic Authentication Partnership (EAP) Board; Member of the Law Enforcement Intelligence Forum (LEIF); Serves on North American Securities Administrators Association Investor Education Section Committee; Past President of the National Association of State Comptrollers; Executive Committee member of the National Association of State Auditor’s Comptrollers and Treasurers; Vice-Chairman of the West Virginia Consolidated Public Retirement Board; Trustee on the West Virginia Investment Management Board and is Chairman of its Audit Committee; President of the West Virginia Jump Start Coalition; and serves as Chairman on the Interstate Commerce Appeals Board. Auditor Gainer also serves as a member of the Board of Public Works, as well as several other State Boards and Commissions; and was listed in Who’s Who in American Politics. Additionally, Auditor Gainer is active in local church and community activities.
Martin J. Glasser, Director
Martin J. Glasser is the managing member of Lewis, Glasser, Casey and Rollins, PLLC, and his practice concentrates on representation of businesses, with an emphasis on coal, the development of energy and utility resources, commercial developments and contracts.

Mr. Glasser earned an A.B. from West Virginia University in 1966, a J.D. from West Virginia University in 1969 and an L.L.M. from Harvard University in 1970. He is a member of the Panel of Arbitrators, American Arbitration Association, as well as the West Virginia State Bar and the American Bar Association. He is admitted to practice in all state and federal courts in West Virginia and the U.S. Tax Court.

Currently, Mr. Glasser is also a director of the West Virginia Board of Treasury Investments, as well as the West Virginia Board of Risk Management.

Jack Rossi, Secretary
Jack Rossi is the Presiding Member (Managing Partner) of Arnett & Foster, PLLC. He has over thirty years of varied auditing, accounting and consulting experience as a CPA.

A Certified Public Accountant in West Virginia, Mr. Rossi is a member of the American Institute of Certified Public Accountants and the West Virginia Society of Certified Public Accountants. He is a past President of the West Virginia Society of CPAs, a past President of the Charleston Chapter of Certified Public Accountants and a member of the West Virginia Board of Accountancy where he is also a past President.

Mr. Rossi graduated from West Virginia University with a Bachelor of Science degree in Business Administration with a concentration in accounting and has attended the West Virginia College of Graduate Studies.

Mr. Rossi’s background includes serving in various capacities on audits of financial institutions and commercial entities. He has served as a consultant to West Virginia financial institutions and other businesses involving operational and performance projects, regulatory and tax planning matters and various mergers and/or acquisitions, including filings with the Securities and Exchange Commission (SEC) and various bank and bank holding company regulatory agencies. Mr. Rossi has performed several peer reviews of CPA firms who concentrate on providing professional services for banks. He has also served as a consultant to several of these firms on technical issues that may arise in the course of serving their clients’ professional service needs.

Executive Director, Glenda Probst, is a graduate of Marshall University and is a Certified Public Accountant and a Certified Treasury Professional. Glenda has 20 years experience in governmental and public accounting. She began her career in public service assisting with the production of the state’s first audited financial report and the implementation of a centralized accounting system. Prior to her tenure at the Board of Treasury Investments she was responsible for the state’s cash management. She also serves on the national Government Finance Officers Association Cash Committee.
